Registration at the place of residence – a common formality for many – was officially canceled in Ukraine by a government decision in 2016 and replaced with registration. Not only the name changed: now, local authorities, rather than the migration service, handle documents related to the place of residence. The transfer of registration to local councils has solved many problems, at least in cities with CNAPs and electronic queues. And most importantly: all the details of temporary registration can now be learned online.
However, there is one large category of citizens who consistently have no time to search for the necessary information online: parents. For those who are interested in the procedure of child registration, we have gathered all the necessary links in one article:

Why register a child at the place of residence?
Registration and residency are now synonymous. Under the new rules, registration of Ukrainian citizens is a notification process: you can be registered in one place but live and work in another. The child's place of registration is important primarily because government family services are assured that your child has a roof over their head. Along with registration at a specific address, every child receives the right to medical care, a place in a city kindergarten, and enrollment in a designated school.
Child registration in an apartment is required for the calculation of state child care benefits. Additionally, registration is crucial for teenagers who are about to receive an identity card. Remember that the ID card is now issued at 14 years old, not 16 as it was before. This document is primarily needed for taking the ZNO exam. To obtain a passport, a residence certificate and registration are required.

How to register a newborn at the place of registration
Registering a newborn is a mandatory action that, according to current legislation, provides several benefits. A newborn can be registered at the place of the parents' residence immediately after birth, and parents are given 3 months for this. Other interested parties, such as relatives, can also report the child's birth, but the presence of the mother and father, or a power of attorney from them, is mandatory when submitting documents.
State registration includes determining the child's origin, assigning them a first name, last name, and patronymic. By family request, registration can be processed along with other documents such as citizenship, financial assistance upon birth, inclusion in the Ministry of Health's patient register, issuance of identification cards for large families, etc.
In most Ukrainian maternity hospitals, mothers receive a certificate of birth within the first month after delivery. A list of maternity hospitals providing such a certificate can be found on the Ministry of Justice's news page. This certificate serves as sufficient grounds for registering the child at the family's residence or one parent's address.
A mandatory requirement for registration at the mother's, father's, or guardian's place of residence remains until the child turns 14. This can be read in the certificate of registration provided by the state Diia website. Also, detailed information about why registration is necessary for newborns can be found on the Guide's thematic page.
How to change the registration of a minor child
The official reason for changing registration is the family's or one parent's move to a new place of residence. The registration procedure in this case is practically the same: the child's registration at the place of residence of the father, mother, or guardian is processed through the CNAP or the local council department. The adult applicant submits an application at the new place of residence, provides the child's birth certificate, a copy of their passport, and pays the state duty. If the cancellation and registration are done simultaneously, payment is made only once for one service. No documents confirming the child's consent to move or change the place of registration are required.
